You know what pre-alpha means? No? Okay, I'll explain. There are stages in game development.
Starts at basic theory, story boarding, ideas etc.
Then they start making the game.
First proper stage is Alpha, then it's the Beta, then usually Release Candidate then full Release.
Pre-Alpha is before Alpha, (OH MY GOD, CAPTAIN OBVIOUS), therefore, it's before any release, or testing by any people other than the devs. Once it hits Alpha, that's when the testers start testing, before that it's on the devs that play it, usually, every company has different ways of testing their games.
Since this is made in CryEngine, the engine is made, they just need to make all the models, animations, textures, gestures, talking (monologue, speech, story). There are usually a lot of place holder textures in all games, for "good enough" looks.
