Yeah, around $20 a year for only the domain.
Then you need to pay for hosting, which is around $5 a month, depending on what you what, that's for a really basic domain set up...

Yeah you can get free domains at dot.tk but they're not considered very good. They're used mostly by spammers and phishers so Google and some search engines don't like and may not list them. If you're going to want your site listed you might be better off paying for one. If you're going to buy one check out NameCheap.com (Not GoDaddy, they're evil). You can get a .info for like $3/year. They also do hosting but if you really want to learn something download ubuntu server or another linux distro and set your own up. There's programs you can get to run an easy web server from your windows machine too but linux makes better web servers. There are also a lot of free hosts like 000webhost.com but many force ads on your site or offer limited features.
