In English man (pl. men) lower case refers to an adult human male (the term boy is the usual term for a human male child or adolescent).

Adult = 18+ ... Man = Adult ...

Therefore, you're not a "man", you're male, but not a man. Even when 18 (or older), you may legally be a man, but it's more to be a man than having a law state you are.

When a boy becomes a man is a cultural event only if you refer to the age of a male. In some cultures you are not a man until your 21st birthday (that is the reason behind the 21st birthday presenting of the key). That is when boys became men. The law changed so that legally you are a man when you are 18.
Companies exploit this law (allowed by the government) to charge children at adult prices for their services.
In some cultures if a boy passes a ritual then he becomes a man. These boys are often only 12 or 13 years old.
In the long run, none of it matters as it is the maturity not the age of the 'boy' that really matters.
Some people never grow up, some never got the chance to be a real child. Just be thankful for being a boy because when you become a man then you start to have real responsibilities.
