found it but it won't open i already googled?!?!?!? it but i also used the cmd fix
no fix yet but i'll download an alternative snipping tool. as a simple solution of course.

first of all... WHO DA FUCK WANTS TO USE THE TABLET PC INPUT!? total bull shit haxing my PC.
second, did you like... turn it off? or did you just misplace it? And where exactly in your PC were you screwing with stuff?
