Why would anyone run a website on Windows? That's just stupid. Unless it's just for testing, you should never have dedicated server, or dedicated anything on Windows.
Linux is free, you don't need to pay 200 - 300 f*ck dollars for it, all Linux based OS are free, there may be some you can buy a disc for, but you're only paying for the disc and a small $1 - $2 donation.
