Conan, so sorry, but I'm not doing jokes. I had that problem 2 times, was a virus but I dont remember the name, but the first time, with ctrl+alt+supr i solved the problem temporally, and after that I use the Malwarebytes, the BitDefender and SpyBot Search & Destroy.
The second time I run the Safe Mode and execute the command msconfig and stop the virus, and use the Malwarebytes and the other things.
If you want I can help you via TeamViewer.

Have you tried turning it off and on again?
Is it definitely plugged in?

Run Avast Anti Virus, its really good. Also get SPybot Search & Destroy and do a full scan.
Or the best thing u can do: Make a whole backup of ur HDD, then backup things which you need e.g documents and such.
reinstall windows (7) and tell us if it works :D

One question, the problem continues when you run the PC in Safe Mode?.

Good idea.
If it doesn't happen there, it's a virus 100%!
