If you get kills around the 10-20 min mark where you have around 200 stacks, that's where he becomes more op than his old passive since he has a higher risk/reward then previously. Otherwise, in a sense, yes he was nerfed but not necessarily "nerfed to the ground" as you still get income based on the amount of stacks you have.

Well I think draven is a huge snowball champ now. If he doesn't get kills early I find that he struggles in the mid game but in the end game his power is insane.

Speaking of OP and snowball champions.
Fiora is another one synonymous to both. Building her completely damage based as a melee hyper carry(as opposed to top lane bruiser) including I.E is really satisfying.
Her build takes alot of gold to finish but the damage;both sustained and burst is insane. Ult ensures that your health again even if you were at 10% before.
I might try her in ranked as I get accustomed to her mechanics.
Her skills are really versatile and maxing one is completely based on the situation.

Lucian + Braum = GG bot lane.
@ Maggots, her early damage also is very strong and she's an insane tower pusher due to her e. But she is squishy and her only escape is her q if there are minions around. You can shut her down easily if you land a CC after she uses her e, harass her when her lunge is on cooldown, or just beef up or build thornmail. Her ult plus ravenous hydra does crazy AoE damage, she'll decimate people in team fights.
