Posting on Off topic is the same as posting on another forum, it will pop out too, even if it doesn't count to your post count. You cannot say anything about posting on the LoL section, even if it's a joke cause, you do the same with the off topic. As dragon said, you can mark forums as read, or you can just stop using that function and go surf and read post from the Board Index, where you can skip the forums that you won't like to read. Irrelevant or not, both do the same thing that you're complaining about.
