The problem is that terrorist would do everything they can do to reach their goal and they won't dodge anything that would hurt this goal. Besides they always or most of the times work on groups...when they are cornered, they know they risk their group so they prefer to kill themselves. In the other hands, pyromaniacs and explosive psychopaths are proud of themselves and their work...too damn proud to kill themselves.
